System of Liability for the Prevention and Control of Environmental Pollution Caused by Hazardous Waste
In order to implement the Environmental Protection Law of the People’s Republic of China, the Law on the Prevention and Control of Solid Waste Pollution, and other relevant laws and regulations, and to protect the environment, Haiyu Co., Ltd. hereby establishes the “Waste Pollution Prevention and Control Responsibility System.”
1 , Adhering to the environmental protection principle of “prevention first, combining prevention with control” In accordance with the work guidelines and the “Three Simultaneities” regulations, ensure that production and construction are planned, implemented, and developed in tandem with environmental protection, thereby achieving an organic integration of economic, social, and environmental benefits.
2 The company’s principal is the primary person responsible for pollution prevention and control, bearing overall leadership responsibility for the company’s environmental protection efforts and guiding their steady advancement.
3 Establish a leading group for pollution prevention and control, composed of department heads, to make decisions on, oversee, and coordinate all environmental protection initiatives across the company.

4 The Safety and Environmental Protection Department is responsible for pollution prevention. The management department responsible for governance oversees the company’s day-to-day operations and ensures that objectives and tasks are assigned to the relevant accountable units.
5 The Safety and Environmental Protection Department bears overall leadership responsibility for pollution prevention and control within the organization; all workshops and departments must integrate pollution prevention and control into their respective management systems.
6 Company employees shall conscientiously comply with all environmental protection regulations issued by the state, local authorities, and the company, ensure stable, long‑term operation of production units, and minimize waste emissions during the production process.
7 Each production department must strictly comply with the environmental protection laws, regulations, standards, and requirements promulgated by the state and local people’s governments; actively participate in the construction of environmental protection projects related to the company; and, in its operations, accept the guidance and supervision of the Safety and Environmental Protection Department.
8 The collection, storage, transfer, utilization, and disposal of waste must comply with relevant national and corporate regulations.
8.1 The dumping or stockpiling of waste in the environment is prohibited.
8.2 The collection, storage, and transfer of waste shall be carried out using containers and packaging that comply with relevant standards.
8.3 Containers and packaging for waste, as well as facilities and sites used for the collection, storage, transfer, and disposal of waste, must be marked with waste identification signs.
9 The company shall establish measures to prevent waste‑related pollution incidents and develop emergency response plans, and conduct regular drills. In the event of a waste‑related pollution incident or other unforeseen emergencies, the company shall, in accordance with its emergency response plan, eliminate or mitigate environmental pollution risks, promptly notify any entities or individuals that may be affected, and promptly report the incident to the local environmental protection authority for investigation and handling.
10 For new construction, expansion, and renovation projects, the company shall strictly adhere to… The “Three Simultaneities” system, together with the latest relevant regulations issued by national and local governments, ensures rigorous oversight to prevent the emergence of new pollution sources.
11 Establish and improve the company’s environmental protection archives, assign dedicated personnel to oversee all environmental protection statistical reporting and archive collection and organization, and employ sound management practices to advance environmental protection efforts.
12 In accordance with national policies and requirements on energy conservation and emissions reduction, the company shall recognize and reward units and individuals that have achieved outstanding results in these areas. Units and individuals that violate relevant regulations and cause environmental pollution incidents shall be held accountable, with the severity of liability determined based on the circumstances.
